Baxter State Park is a unique organization governed separately from the Maine State Park System by a three member Authority. In order to ensure the trust deeds of the donor, Percival P. Baxter, are respected, the following rules have been adopted.
Activities by Permit Only
Beginning in 2019 any commercial use within Baxter State Park will require a permit. Permits are free and will be valid through March 31, 2021. Currently, Baxter Park has insufficient data regarding the number, size, character and demographic of Park visitors that would qualify as commercial users. This will be an effort to gather data sufficient to intelligently consider management policy and procedure regarding these uses in the Park.

Please note that media projects will continue to the use the existing system below, IN ADDITION to this commercial permit system.
Katahdin and Baxter State Park have been popular media subjects since the Park was first created. Today we field at least one interview or inquiry for photos in any given week and at least one film feature or book project per year requiring special attention. By articulating our expectations and goals as an agency when working with media contacts, we hope to lend more predictability to the process for both the Park and the media representatives. It is our belief that the Park embodies many qualities and values that are worthwhile to share with the public at large and this policy seeks to allow a mutually beneficial way to allow this exchange of information to happen.

Research is allowed in Baxter State Park under strict guidelines designed to protect the wilderness environment.
To date, numerous research projects have been successfully conducted in the Park. Proposed research is administered through the Park’s Information and Education department by the Park Naturalist. The Naturalist acts as a liaison between researchers and the Park, forwarding proposals to the Park’s Research Committee for their recommendations to the Park Director and Authority. Research applications should be submitted at least 6 months prior to the expected start date.
